Staff Pattern Proposals

Higher official shared their views and prepared proposals to all teacher unions. Teacher unions submitted some modification requests to officials. After conclusion of consultations they are ready to issue detailed norms and staff pattern.

Teacher Apportionment Guidelines

  • Government of India have enacted the Right of Children to Free and Compulsory Education Act 2009 and Government of Andhra Pradesh have issued Rules in 2010.
  • As per section 19 read with the schedule of the Act Government have set the norms of number of teachers to be positioned from Class I to Class VIII based on the student strength.
  • During 2019-20 the enrolment in the Government schools has increased due to implementation of Ammavodi program and also because of the thrust given by Government for improvement of the conditions of the Government Schools by implementation of Nadu-Nedu Program the enrolment is further going to increase.
  • A number of schools have become single teacher schools which is against the norms set in by the Right to Education Act 2009.
  • Reapportionment of teaching staff among various managements viz., Government, Zilla Parishad, Mandal Praja Parishad Schools is proposed based on Child Information available as on 29.02.2020.
  • DEOs to ensure that the updated UDISE PLUS Data is kept ready with zero error.
  • The proposed staff pattern is shown at detailed rationalisation proposals section.

Non negotiable

1. No school shall be closed

2. The catchment area of each School to be clearly demarked i.e 1 KM radius of PS, 3 KM radius of UPS and 5 KM radius of HS.

3. In case of two management schools of Govt. exists in the same location, they should be examined and an appropriate steps to be suggested.

4. There shall not be any habitation left our from any neighborhood.

5. School complexes to be reorganized.
